Quantity Surveyor (Cost Engineer) – 10‑Month Assignment

About the role

The Quantity Surveyor / Cost Engineer will oversee measurement, cost verification, payment certification support, and cost control for construction projects under EPC/FIDIC contracts. Based in Tashkent, the role includes project and site visits as needed during a 10‑month assignment starting February 2027.

Key responsibilities

• Measure and verify completed works against approved drawings, BoQs, and measurement rules.
• Review Interim Payment Certificates, supporting quantities, rates, deductions, and contractor documentation.
• Maintain cost tracking, commitments, forecasts, and variance information for project management.
• Evaluate quantities and cost impacts of variations, change orders, and contractual adjustments.
• Support commercial and cost administration under EPC and FIDIC contractual arrangements.
• Prepare and review cost estimates using ABC‑4, Smeta.uz, and related tools.
• Maintain auditable measurement sheets, valuation records, BoQ updates, and cost correspondence.

Required profile

• University degree in Civil Engineering, Economics, Quantity Surveying or related field.
• Minimum 7 years of experience in construction cost management and payment verification under EPC/FIDIC contracts.
• Fluency in Uzbek and Russian, with strong working command of English.

Required skills

• Proficiency with ABC‑4 cost‑estimation software.
• Proficiency with Smeta.uz cost‑management tool.
• Practical knowledge of Interim Payment Certificates, BoQ measurement standards, and construction cost control.
