National Consultant – Health Service Availability & SOP Development

About the role

The International Organization for Migration (IOM), together with ADB and the governments of Uzbekistan and Tajikistan, seeks a national consultant to assess health service availability at border points and to develop standard operating procedures (SOPs) for cross‑border disease information exchange.

Key responsibilities

• Conduct health service availability and readiness assessments at the Fotehobod (Tajikistan) and Oybek (Uzbekistan) points of entry.
• Analyse quantitative and qualitative data to identify gaps in disease surveillance, referral mechanisms and service provision.
• Draft, test and finalise SOPs covering case management, disease surveillance, infection prevention and control, and data sharing protocols.
• Prepare analytical reports and present findings to the bilateral task‑force and other stakeholders.

Required profile

• University degree in public health, epidemiology or a related health science discipline.
• Minimum five years of professional experience in public‑health research, preferably with exposure to communicable‑disease surveillance, International Health Regulations or border health assessments.
• Demonstrated experience working with international organisations, government agencies and multi‑stakeholder groups.

Required skills

• Proficiency with WHO health‑facility assessment tools and methodologies.
• Experience using digital data‑collection platforms such as KoboToolbox.
• Strong quantitative and qualitative research, data‑management and analysis capabilities.
