International Consultant for Health Workforce Migration Analysis

About the role

The International Organization for Migration (IOM) seeks an experienced consultant to conduct a situational analysis of health workforce migration and related policies across selected CAREC countries, focusing on Uzbekistan and Tajikistan.

Key responsibilities

• Develop an inception report and work plan outlining scope, methodology, and timeline.
• Conduct a desk review of literature, policies, legal frameworks and existing studies on health workforce migration in the CAREC region.
• Identify opportunities, challenges and barriers to health workforce mobility and skills recognition.
• Carry out online consultations and key‑informant interviews with government agencies, professional bodies, academia and development partners.
• Prepare practical recommendations to strengthen mutual recognition of skills and regional cooperation.
• Draft and submit a situational analysis report and deliver presentations to IOM, government counterparts and WHO.
• Participate in coordination meetings and provide regular progress updates.

Required profile

• Advanced university degree (Master’s or equivalent) in Public Health, Health Policy, Migration Studies or related field.
• Minimum 7 years of professional experience in health research, migration policies or health workforce analysis.
• Proven experience conducting policy reviews, situational analyses and producing high‑quality analytical reports.
• Familiarity with regional cooperation mechanisms and labour mobility frameworks in Central Asia/CAREC.
• Experience working with international organisations, governments and diverse stakeholders.
