Programme Officer – Border Management (Passenger & Cargo Control)

About the role

The Programme Officer (Border Management/Passenger and Cargo Control) will lead the implementation of UNODC’s border management initiatives across West and Central Asia. Reporting to the ROCA Representative and the Senior Law Enforcement Expert, the incumbent will coordinate technical activities, support governments and customs authorities, and ensure effective project delivery.

Key responsibilities

• Coordinate and support the implementation of programme strategies related to passenger and cargo control.
• Develop project work plans, oversee recruitment, procurement, and delivery of training, seminars and workshops.
• Monitor national measures against illicit trafficking and identify border management priorities.
• Collaborate with countries on regional initiatives such as IREN and RECASYS, facilitating data exchange between port and airport control units.
• Assist customs authorities in strengthening public‑private partnerships and develop a regional strategy for this purpose.
• Track project budgets for Central Asia and Pakistan, prepare revisions, and produce progress and delivery reports.
• Validate equipment supplies, monitor expenditures, and support procurement processes.
• Train and supervise local administrative staff, define consultancy needs, draft terms of reference and aid in consultant selection.

Required profile

• Experience in border management, customs or law‑enforcement projects in West or Central Asia.
• Proven ability to coordinate multi‑stakeholder programmes and manage project budgets.
• Familiarity with regional initiatives such as IREN, RECASYS and public‑private partnership frameworks.
• Strong analytical skills to monitor developments and prioritize training needs.
