HSE Commissioning Engineer – HV, SS & OHTL

About the role

We are a developer, investor, and operator of power generation and desalinated water plants with assets across 13 countries. The HSE Commissioning Engineer supports safe commissioning of high‑voltage (HV), sub‑station (SS) and overhead transmission line (OHTL) projects.

Key responsibilities

• Report to the Project HSSE Manager and coordinate activities with construction, commissioning, start‑up and operation teams.
• Monitor and coordinate SIMOP (Simultaneous Operations) activities across disciplines.
• Conduct site HSE inspections, verify critical controls before high‑risk commissioning activities, and perform compliance audits.
• Review commissioning method statements, job safety analyses and risk assessments, and participate in readiness reviews.

Required profile

• Proficient in English, Russian and Uzbek.
• Experience with LOTO, PTW and high‑risk activity management (working at height, confined spaces, lifting operations).

Required skills

• Understanding of LOTO (lock‑out/tag‑out) systems for electrical, mechanical and process equipment.
• Familiarity with PTW (Permit‑to‑Work) procedures.
• Knowledge of SIMOP coordination.
• High‑risk activity management techniques such as working at height, confined spaces and lifting operations.
