International Consultant – Standards for Temporary Migrant Holding Centres

About the role

The International Organization for Migration (IOM) seeks an experienced International Consultant to develop minimum operational, protection and technical standards, as well as practical tools, for temporary holding centres for migrants in Uzbekistan. The consultancy will support a NORAD‑funded regional project aimed at strengthening protection systems for vulnerable migrants across Central Asia.

Key responsibilities

• Design a comprehensive framework of minimum standards and technical guidelines for temporary migrant holding facilities.
• Integrate protection mechanisms for early identification of vulnerabilities, including children and trafficking victims.
• Develop differentiated procedures and safeguards tailored to varied legal and operational statuses of migrants.
• Produce practical tools, templates and referral pathways to link centres with existing protection and essential services.
• Coordinate with IOM country teams, protection service providers and relevant authorities to ensure applicability and uptake of the standards.

Required profile

• Advanced degree in migration studies, international development, law, public policy or a related field.
• Proven experience in designing protection standards or guidelines for migrant populations.
• Familiarity with humanitarian and migration frameworks in Central Asia.
• Strong analytical and report‑writing skills, with ability to produce clear, actionable documents.
