International Consultant – Health Service Availability Assessment at Border POEs

About the role

The International Organization for Migration (IOM) seeks an International Consultant to design and lead a mixed‑method assessment of health service availability and readiness around the Fotehobod (Tajikistan) and Oybek (Uzbekistan) points of entry. The assignment supports Tajik and Uzbek governments in generating evidence for cross‑border health security.

Key responsibilities

• Develop and implement a mixed‑method (qualitative and quantitative) assessment framework for health service availability and readiness at the specified border points of entry.
• Coordinate with the Bilateral Task Force Group, public health authorities, and other stakeholders to collect and analyse data.
• Prepare high‑quality reports with evidence‑based recommendations for surveillance, referral, and cross‑border communication protocols.

Required profile

• University degree in health sciences, public health, epidemiology or related field.
• Minimum 7 years of professional experience in public health research, preferably with epidemiology, communicable diseases, IHR and border health.
• Demonstrated experience conducting health service availability/readiness assessments and using WHO assessment tools.

Required skills

• Quantitative and qualitative research methods, data collection and analysis.
• Proficiency with digital data collection platforms such as KoboToolbox.
• Strong analytical and report‑writing abilities for health‑related assessments.
