International Consultant – Health Needs Assessment in Border Communities

About the role

The International Organization for Migration (IOM), together with the Asian Development Bank and the governments of Uzbekistan and Tajikistan, seeks an International Consultant to design and lead a mixed‑method health needs assessment of vulnerable groups and mobile populations in selected border communities.

Key responsibilities

• Develop and implement a mixed‑method (qualitative and quantitative) assessment framework covering health profiles, socioeconomic status, barriers to health services, and disease impacts.
• Collect, manage, and analyse data using digital tools such as KoboToolbox, ensuring high quality and relevance for policy recommendations.
• Engage with public health authorities, border officials, health service providers, and migrant communities to coordinate field activities and validate findings.
• Produce a comprehensive report identifying priority intervention areas and practical measures to strengthen migrant‑inclusive primary health care.

Required profile

• University degree in Health Sciences, Public Health, Epidemiology or related field.
• Minimum 7 years of professional experience in public health research, preferably with epidemiology, communicable diseases, and border health.
• Demonstrated experience conducting health needs assessments or similar public health assessments.
• Experience working with international organisations, government institutions, and cross‑border migration contexts.

Required skills

• Quantitative and qualitative research methods.
• Data collection and management using KoboToolbox or similar digital platforms.
• Familiarity with WHO health facility assessment tools and methodologies.
• Knowledge of International Health Regulations (IHR 2005) and communicable disease prevention and control.
