Engineers Estimator

About the role

We are seeking an Engineers Estimator to support the feasibility study of the KWSSP project by benchmarking construction costs of water supply and sanitation projects across Uzbekistan and Central Asia. This short‑term role will analyse comparable projects, validate unit rates and ensure CAPEX estimates reflect market realities.

Key responsibilities

• Identify and analyse completed water supply, wastewater treatment and related infrastructure projects in the region.
• Compile a database of unit rates for key elements such as treatment plants, pipelines and pump stations.
• Compare KWSSP CAPEX estimates with benchmark rates, adjusting for location, scale, inflation and exchange‑rate factors.
• Prepare cost comparison reports with variance analysis and recommendations, ensuring compliance with PK‑51 audit standards.
• Validate construction cost assumptions in the financial model and provide escalation factors for the projection period.
• Review procurement package cost estimates for reasonableness and document market‑based escalation assumptions.
• Contribute to local sector growth, support team business planning and uphold SJ Group values, ethics and compliance requirements.

Required profile

• University degree in Civil Engineering, Construction Management, Quantity Surveying or a related discipline.
• Experience in construction cost benchmarking, cost estimating or cost analysis for infrastructure projects.
• Familiarity with water supply, wastewater treatment or related civil‑engineering projects is preferred.
• Strong analytical skills and ability to produce audit‑ready reports.
• Understanding of compliance, WHS and information security standards.
