Capacity Building Expert for Ethical Recruitment Standards

About the role

The International Organization for Migration (IOM) seeks a qualified Consultant to design and deliver an interactive capacity‑building training curriculum for private recruitment agencies (PRAs) in Uzbekistan. The focus is on international ethical recruitment standards, the Employer Pays Principle, and related responsible recruitment practices.

Key responsibilities

• Review and synthesize international standards on ethical recruitment, fair recruitment, and the Employer Pays Principle.
• Develop a concise, practical training package tailored to Uzbek PRAs, including presentations, case studies, exercises and scenario‑based learning.
• Facilitate a one‑ or two‑day training session for PRA representatives, combining technical presentations, group work and discussions.
• Provide guidance on corporate responsibility for preventing slavery, trafficking and forced labour, and on Migration, Business and Human Rights principles.

Required profile

• Demonstrated experience in capacity building, training design and delivery for recruitment or migration‑related sectors.
• Strong knowledge of international ethical recruitment frameworks, including ILO fair recruitment principles and IOM’s ethical recruitment framework.

Required skills

• Ability to translate complex standards into practical, participant‑centred training materials.
• Facilitation skills for interactive workshops, including case‑study analysis and scenario‑based learning.
