Consultant – National Mapping of Protection Frameworks for Vulnerable Migrants

About the role

The International Organization for Migration (IOM) is seeking a qualified consultant to lead a national mapping of protection frameworks and identify service gaps for vulnerable migrants in Uzbekistan, including trafficking survivors and children. The assignment supports the regional project “Enhancing Protection of Migrants from Violence, Exploitation and Abuse in Central Asia.”

Key responsibilities

• Conduct a comprehensive review of existing national protection, social assistance and related service frameworks relevant to migrants.
• Identify gaps in service provision, especially for children, child victims of trafficking, and other high‑risk groups.
• Engage with government agencies, civil‑society organizations, and other stakeholders to gather data and validate findings.
• Produce a detailed mapping report with evidence‑based recommendations for adapting services to migrant‑specific needs.
• Support the development of gender‑ and child‑sensitive protection strategies aligned with IOM’s regional objectives.

Required profile

• Advanced university degree in migration studies, social protection, public policy, law, or a related field.
• Proven experience in research, policy analysis, or consultancy on migration‑related protection issues.
• Familiarity with the Central Asian context and with protection challenges faced by vulnerable migrant populations.
• Strong analytical, report‑writing and stakeholder‑engagement skills.
